South Korea Drops in Economic Freedom as Labor Reforms Lag
South Korea fell to 17th in the 2025 Index of Economic Freedom as its labor market ranked 100th of 184. See the scores, G7 comparison and its 2026 rank.

Seoul's Economic Shuffle: A Freedom Walk-back
Oh, South Korea. Your vibrant cities, cutting-edge tech, spicy kimchi—and now, a slipping economic freedom ranking. According to the 2025 Heritage Foundation Index of Economic Freedom, the nation slipped three places, from 14th to 17th. While a 74 out of 100 is nothing to sniff at, when you're used to performing at WSJ-levels of intensity, dropping like a needle in a second-hand '90s CD collection is less than ideal.
Labor Market Limbo
It's not all sunshine and K-Pop. The glaring red light? South Korea's labor market score of 56.4, which ranked 100th out of 184 economies, down from 87th the year before. That's lower than BTS on a mellow Wednesday, and it is causing quite the stir in policy discussions. Taxes aren't faring much better either, with a tax burden score of 59.6. Economists over at the Korea Enterprises Federation (KEF) argue that the labor market rigidity and chilly labor-management relations are the culprits, calling for a thawing—or rather, an overhaul.

Holding Up Against The Big Guns
On labor freedom, compared with the G7 countries, only Germany scored lower than South Korea, at 53.3. Korea sat well behind the U.S. at 77.7 and Italy at 70.7. These numbers matter, impacting everything from job creation to investor confidence. A resilient economy driven by a competitive private sector provides some cushion, but as The Heritage Foundation highlights, the ongoing political soap opera could shake that sound footing.
The call for labor reform isn’t just industry insiders geeking out over policy changes. For policymakers, the ranking was a clear signal. A year later, the slide continued: in the 2026 Index, South Korea scored 73.7 and ranked 19th.
